My assumption is that the treasured tools were originally going to be there, but got scrapped and turned into what it is currently.

well because it doesn't make sense to keep it locked for so long just to introduce another item... because that item would have to have a main basic (attribute) stat upgrade life,attack,nin,res,def are taken so what would the item be an upg for? ... plus it would involve introducing a new "X"charms new "X" runes new "X" magatama which would become more complicated

If takes rainbow magatamas is fine.

About the basic attribute, could be damage reduction.
