Considering it says treasure, and we have a power system called "Treasure Tools"
My assumption is that the treasured tools were originally going to be there, but got scrapped and turned into what it is currently.
Oh, so if they were to unlock it, it couldn't be an addition accessory/cloth/tool as it wouldn't make sense to keep 1 square locked for so long, i hope it does eventually become open

In the past, when the level cap was lower, the 8th rune was not available.
Maybe is something thought to be dropped in level 120 instance.
well that would make sense but i doubt they'd make it so easily obtainable from an instance

In the sense. You'll still have to level up the refinements and charms for it. They are not free at all
well because it doesn't make sense to keep it locked for so long just to introduce another item... because that item would have to have a main basic (attribute) stat upgrade life,attack,nin,res,def are taken so what would the item be an upg for? ... plus it would involve introducing a new "X"charms new "X" runes new "X" magatama which would become more complicated
