This is the correct thing to do by Oasis. Once you ask for a Refund its not like they can just take the ingots spent on the account away. So asking for a refund should and DOES result in a the account being frozen. You cant ask for a refund and not return the item you purchased. Its like returning something to a local grocery Store. You cant have a Refund if you dont have the item to return

The thing here is they set the rule that players can't ask for refund no matter what happens. Otherwise that player will get banned. So that the set rule, if you don't read and violate it, that's really your fault dude, not their fault.

What's the worse case scenario if they do refund you, they could always take the stuff back, right? Ingots that you buy should come in a package that lands in your inventory which you can "Use" to add them to your player, that way if you want a refund, they can simply take them out and they can deny a refund if you do use them since they're already activated(?). That way if you accidentally do buy some (though I don't know how an accident like that can actually come about) you can just ask them to reverse the transaction. This avoids the whole "Well people are asking for refunds and getting free ingots out of it" .

Uh, people do that literally all the time. Of course, MOST people stop at a bite or two, but speaking as a former chef, yes. That's common practice and you should never use food *ogies, because they're always terrible.

To be honest, it is unlikely that you will actually get a refund there.

Sadly, because of nature of bought items. virtual purchases are not governed under the refund laws etc. (This does also apply to CD-Keys, so always make sure to check if the site you are buying from does allow refunds)

Still, wishing you luck, maybe Oasis will decide to actually give you money back, or maybe PayPal's rules will let you get it back, but you do have to remember your account will be suspended as long as that money is missing.
Usually, paying that money back would automatically un-ban the account, but it would be good to check the ToS to make sure about that. Of course this does not matter to you if you do not intend to keep playing.
