Or, you know, just make getting Reforge Essence (is that what they are called?) easier to get. Make the game a lot more grindi-er than it already is, though.

Despite saying all that, it does take time to prepare for such instances to be ready for play. Since we seem to follow the German translated version (in terms of translation) , if it at the very least isn't ready there yet, can't really expect it to be done here as soon.

Assuming that the new TI hard gives red tier tools, which gives 2/2 extra stat per level.
And let's say the base stat is 2 tiers up, so +10/10
I for one have lv 17/18 tools, which is going to lose a lv (red takes more exp)
So I'm going to net around 35/35ish stat gain if I switch

My gold tools have 2-3 good stat and 4-3 ok stat (obviously, I removed the bad ones for reforge), this would require the new tool to have 1-2 good stat and rest stat being close to ok at the very least to be better, if there is a SINGLE bad stat on there, then it's not worth switching, unless I do more reforge which would be a pain (on a side note, I can't reforge the awesome stat I already have onto new tool, not unless I'm willing to give up all the tool exp)

So as it were, unless the random stat on the 40k TI is pretty darn good to start with OR it is say at least 4 tier up, there is a good chance I won't bother switching anyway. At least not for a good long time.

Unfortunately, there are no plans to release a new Team Instance as of right now.
I understand that there's plenty of players upset about the changes. However, there's still a possible chance to obtain gold statical items and use the reforge option to combine to form the best Instance item possible.
