But everyone DO get something, in the form of group token and contribution. It's not much but it is SOMETHING.
That said, while I would always love more rewards, I have to vote against this suggestion and for keeping the current schema for two reasons:
1. For the vast majority of servers, GNW doesn't contain 8 groups. Having fixed number of packs per group will therefore incentive players staying in different group instead of all flocking to one or two group, which makes for very bad competition. People often complain about their server being dead due to low number of group, despite the fact that there might be a very high active player count, just that they are all in one or two group (who are full of actives). Giving out more per group and/or giving outs stuff to every participant will only make it worse on this aspect.
2. Server vs Server balancing. Currently, active servers have huge advantages over inactive server, chief among them being whether sage is enabled, but there could be other factors. Inactive server, however, will most likely have more packs per person from GNW compared to active server, even if they do tend to also have less groups (i.e. 30 people in 2 group is about 0.6 pack per person, where as 100 people in 4 groups is about 0.4 pack per person). We should not be making suggestions that makes disadvantaged server further disadvantaged.
That said, what I would support would be something like this:
Increase the number of pack per group (still fixed number, and no more than 20, for reason #1 stated above. Most server can't sustain 8 groups of 20+ active player so 20 should still encourage multiple smaller groups instead of a few big ones)
Allow giving each player a second/third/etc pack if and only if every player who have participated have received one/two/etc pack A player may not, however, receive legendary twice or more than two legendary plus hero pack and no more than 4 packs total (so 1 L+1 H +2 E is the best you can get, or you can have 2 H + 2 E etc). This is for reason #2 stated above, so smaller server will have a bit of a power boost. The 4 packs limit is reasonable considering even at 20 packs, that means you can only theoretically go over with 5 or less participant, which is unlikely if the group can scrap together enough activity to register. Frankly, any group that can register but have less than 5 GNW participant is probably one filled with alts for the activity and is attempting to scam the system, hence the limit.
