While it does not attack, Pain: AP's Panda does have super armour and its HP is higher than normal.
Like Gaara it cannot be combo-ed on (ie. no KD, LF, HF, R, etc) so it serves a different purpose.

So it's a brick wall that will take hits while you combo people down.

well obviously it would spawn in a different stance XD

Sometimes you just need a big fat blocker to sit there and stymie regular attacks and disallow any combos.

The real question is why can't she resummon it? Since Pain Animal Path does almost nothing herself, she should really be resummoning the panda bear. The animal path pain is the useless Pain because she does nothing that the other pains couldn't do themselves. She doesn't have any unique abilities like Shinra Tensei, she just summons things, something every Joe Nobody can do in the ninja world.

Well she's very good in conjunction with other tag utilizing ninjas, particularly Konan.
