I was wondering the best way to get a steady stream of seal acrolls- without buying them though.

Other than winning Great Ninja War. There is no steady stream of getting Seal Scrolls, and even GNW can only give u them once per week.

in 2.0 there's many way to get seal scrolls

mothly event, chase mission, matsuri, random drop from sealed ninja, survival trial, there are many way..
things are bit easier for f2p now
