Because i am gonna bet it's in survival and gear doesn't work normally there.

On that line, the GNW Kankuro will either go 1st (formation facing you in battle) or go 3rd (line up formation) in his team. Since it's weird to put Wind Clone in back I take it that this is the formation facing you in battle, in which GNW Kankuro will go 1st
And then on your formation, Fire main will go 2nd, after Hinata. So ofc your Fire main will do mystery after GNW Kankuro.
