Yes, that happens to anyone else. If you ran out of certain scroll, you won't be able to upgrade the tactic anymore. At that point, you might as well just wait until you can get 1 from an events or from spamming wanted ninja every day.

This is a reported typo that has occurred some time ago. It's a visual bug to which we still do not have an eta of fix. It will still use Tiger Hunt Scrolls instead of the mentioned Thunder God. If you somehow have Tiger Hunt scrolls and it does say this please make a ticket to our In-game CS with an uncropped screenshot (this means including the server name, server number, date, and time) of the bug.
