Depends on what ninjas do you have, and how much do you value getting support ninjas vs getting power.

Jiraiya and Orochi are both very good supports, they definitely have a high place in f2p meta, in whale meta much less so, especially with Orochi feeding Shisuis. They also synergize with each other pretty well, and have wide variety of applications, regular pvp, arena, 3v3, pve like ninja exams and nature trainings. So it could worth pick them up.

That said, doing the 60k fuku for power can get amazing results as well. Ninjas come and go, power is what stays with you. And soon, we will have new meta supports, like NY Hashi skillbreak, swimsuit Rin, that are already present in the chinese version, so their arrival is only a matter of time.
