there's no requirement on the rank

the scroll has a small chance of dropping in the treasure box.

Hmm.

Well, if you are doing Decisive Bonds regularly then the chance of getting it is much higher. I have a stack of it right now in my bag sitting there which I hope gets included in Space-Time Exchange Shop.
