Yes, I don't have any of his Skillbooks yet, seems like the game thinks that one requires the Skillbooks themselves and won't take the fragments for an answer.

I checked on my account, and had a few others check to ensure, it allowed us to use fragments by clicking the "Obtain skill book" *on, if you are still having this issue after clearing your cache, then please let me know, and I will let you know how to proceed.
