1＃ Go ToIs there a limit to how much a ninja can scale? Like for example, does jonin minato scale every time he chases or only every time he chases up to a certain amount of times?

Hi! The limitation for chase is usually stated on the ninja. If not stated, it can be scaled until the battle ends, which is normally ten rounds as said above. For your example, Jonin Minato increases COMBO rate by 12% and Taijutsu by 9% every time Jonin Minato triggers Chase. This means that its COMBO rate and Taijutsu will increase every time Jonin Minato does a Chase until the end of the battle.

Ninjas like kimimaro or roshi have more or less no limits or at least the limit is so high that doesn't matter much if they really are capped or not.
jonin minato is limited by twice per round up to 10 rounds.
