Anyone else agree with this?

I thought about this because I have cloaked Hinata, and I doubt I will ever get her to 4 stars. I was lucky enough to get her from Lucky Ninja Box or what ever that was from the Lucky Board.

The fact that thy are already there means that they will be released in the future, and it would be agood idea actually and am with you on it , even if they will make it with cps and ingots as u say

Truth is they won't, even in CN it's not like that. They are there because each star added will bring a boost to overall team stats, not because they will be reclaimable from those scrolls... Ex: the last scroll in CN is for meme ninja like moegi and udon but they are not reclaimable from there.

I agree though that as these ninja hardly show up in events at times it would be nice to have them cost coupons through the scroll feature, even some ninja you could earn for free like hashirama Oasis could get players to spend on.

it's "limited recruitment" because you can only get frags in events and not the collection scrolls.

if you can get frags outside events they wouldnt be "limited"
