Not exactly , it's all comes to power after all but in arena for instance , if u come up vs shisui\itach and madara root team , unless u got maybe 5k madara , u will have some hard time , beside that , shisui is an important ninja in other lineups as weel , such as Kushina hot blood and NNaruto 6 pahs

For late-game players in the top %, shisui is not meta due to other ninjas and being able to create better teams from those ninjas. For the rest of the players, yeah shisui is meta.
