ok so today i was doing my normal 2 free SS convoys and was gonna do plunder on a friends alt, but i couldn't because i didn't have a plunder pass or something. did plunder change it's rules? the alt was lvl 73 and i'm lvl 86, i should be able to plunder it wtf?

yeah it's a 15 level gap for plunder
