You can get the best stats for it. Just do what this guy on the video did It works.

Just set your team on main that you want to use on matsuri then copy that set to your matsuri event.
if you want to try another team just do the same pattern it works. -

No. It works here like it works in CN.
BUT... that is made for ninja assists. Ninja assists are imported directly from the team you have equipped. Unlike arena, during matsuri all the assists' stats are brought, not only bond mysteries.
All items' related stats (refines, runes, etc) is rerolled into the team more or less equally.
