he used to be redeemable in events, but now he's pretty much confined to one-ingot sales. the best chance for you to get him (as mentioned above) would be to buy out all the chances in that event so that you have a 100% chance of receiving the frags.

Most of the people who have him currently have bought him on release, when it was redeemable on mission mobilization for roughly 9-10k. After that, i have seen him available 2 times in the konoha tree for an higher price.

Nowadays he is just in the one ingot sale, but i don't really care about ninjas in that event.

Don't worry, he is in one of the currently hidden scrolls (they just unlocked 4 for the collect mode, but there are more), means it will be free to farm like sage naruto now.
