RNG isn't reliable, there's still that chance you won't get him.

Of course, there's a chance you would, but there's also a chance you wouldn't.

It'd be better to spend for Shisui in an event where you know you'll get him.

If you want a stable source of coupon to keep trying ..As you stated you recharge 20 dollar put that into platinum recharge and the other for you can easily get 150 coupons..it not much but it more then 0 and that good..and well Do remember Rng is lower after a saving event playing the game more and more you'll realize it.
