if you are f2p or a low cashing player, just level up to 5 stars some high rendering ninjas, like hinata or sai or kabuto and sell their fragments in excess. Yeah, i agree with Garv .. You don't really need to rush getting iruka .. Piecing him is better than buying his fragments using coupons in events .. Some of the ninjas are available in the Redemption Store, like Kabuto, Sai and Hinata, max them to 5 star and regularly buy their frags, sweep other ninja frags also in Elite Instances and in no time, eventually you will get good number of frags for you to refine and get free 10 iruka frags per day or per 3k points ..
