I am newvly level 70 and my first kage ten pull is cee, my main team is now Sasuke gnw tenten azura fang and sannin tsunade, should i do a team to cee or he is kinda low?

If you want to build a team with Cee, then make sure all the ninjas in your line up are all lightning ninjas to benefit from his mystery. Or, you have someone clear the the debuff after Cee uses his mystery.
