seeing hashirama is 400 scrolls my question is,is tobi locked behind a certain ammount aswell or is he just rng ? cuz it seems to me that the ninja named in the list (kisame and etc etc) are behind a certain ammount of seal scrolls but how many ?

You can just get Tobi from the shop as well.. Takes longer but.. it's "free".

You c*so get him SUPER FREE from Chapter 8. They just hand you Tobi at the end. But you'll have to level to 80 for that.

80 frags but right now the cap level is 70 so we need to wait to update the plot instance and elite

You can grind tobi out in survival essentially it's 16 days, but in reality you can get him in 8-10days if you can clear everything. But for most its around 2 weeks. which is a heck of a lot faster than waiting til you're 80.

Tobi can be easily farmed from Survival Trail. Get him from farming survival trail and save your scroll for Sage Treasure where you can get Sage Naruto, which is quite good.

Also, there's an event giving out Tobi Frags so you can actually farm him faster. Plot 8 gives out 80 Tobi frags so you can easily 4 star him when you completed chapter 8. This post was last edited by Narbsy at 2016-9-29 17:09
