Edit: I think Initiative > Level and this is really bad for the game..because a lvl 61 p2p can beat a lvl 67 with no problems,this is really bad...just saying.. Which slot in your formation is their Neji placed in relation to your Neji?

edit: from what i know,slots doesn't matter,just move and initiative.. both are move 1 in ranked..

Why should I even level up my ninjas if a lvl 61 can beat a 67...I just don't understand this game...shouldn't it prioritise level then move then initiative?

Sounds normal to me. The stats speak for itself.

have you upgraded your neji to purple 1st, including the plus+ up to level 65 , mood stat also help here in ranking battle ... just for a reminder ^^

Yea i did it all...lvl 61 noncultivated just with initiative really high beat a lvl 67..now i am sad :'(

Slots and initiative determine move order right now. If that Neji had high enough initiative, it can outspeed a higher order position.
