Oh I see! Yes you are correct that the Jade does sometimes appear in Black Market, but the easiest way to obtain it is through Instances. Due to level freezing there will be some aspect of the game restricted due to your level.

What you see in "black market" shop depends on your level.
If you are freezing... it's your choice to go against the natural flow of the game and you shouldn't be surprized that you couldn't achieve various feats.
well he is just asking what level he needs to be for those jades to start appearing on th black market
