If You plunder coins You have a greater chance in getting plunder book. As example You can get one by doing so at 2 or maximum 3 plunders.

When it first release i got like 2/3 a week , but now 1 every 1-2 months .

If you have some luck of the devil then that maybe possible, but on the other hand, you may end up with nothing even doing 3 S convoy plunders for a month .. So, your statement "As example you can get one by doing so at 2 or maximum 3 plunders" is not precise and sure that it will happen ..

Anyways, regarding this query .. Plunder book is still implemented in this game, tho it drops really rare and just rare .. My experience, i can get 1 to 3 per month or 1 every 2 weeks ..

Yes, but now i don't plunder coins anymore .. I feel sorry for those other player, i already plundering their SS, plundering their S convoys too feels like im so bad ..

you can let them win while they attack you when you are red. they get more coins than the quantity you plundered if they do so. just send them a pm and tell them to attack you as a compensation.

That depends if you plunder someone who is reasonable/willing to. I suggested this and they said no. Some people just don't want to lose.

Yes, this is true .. Some people cannot accept the fact of being plundered with S convoy .. And with the number of population dropping low, i feel like i must avoid giving those other players the feeling of being so, you know .. and puts a period into their gaming life in the server ..
