Roshis chase is like an extra mystery ! Powerful enough to do some serious dmg there. But you need to have him Stacked in power for sure and to be able to withstand front line dmg.. Roshi's chase can go easily nowdays even with the f2p team Kurotsuchi - wind main - wb asuma. You c*e Hokage Minato with Bee and double buff on Minato so he can proc the chases, plus you will need a summon like Salamander or King of Hell or the new ones.. Sage Naruto or Kurama or Kyuubi can proc Roshis chase always with their mystery.

no, roshi doesn't need to go off every round.

there's the well reknown lineup han roshi sailor sakura where roshi never uses his mystery, the same is the full shielding lineup with bee, gaara kk and cf. Those lineups don't need at all for roshi to proc his chase but both are what you would call 'immortal' teams. So the idea is that you win in round 10.
