Because those levels of Ultimate Training that we do have now, rewards you with onlythis many fragments of Tendo in total.

You can get missing one from Chase Mission on weekends, if you are lucky,

You can win it from some event (if he will be add in any again), if you are lucky.

You will be able to get it after update of UIltimate Training, if we will be lucky to get it.
