i can confirm this, since i've experienced this too since 4.0 (i'm leader of a group that wins often our gnw).

I know that strongest strength and I think ninja world summit also come with announcements upon login. Does those not trigger it?

It would be very curious if it's isolated to only one of the announcement bound titles...

Ninja World Summit title also triggers the "From the Ninja World Summit, *name* has joined the game" announcement each time you battle in SpaceTime. I was able to get the rank1 in ranked battle before the server merges -_- .. But yes, if you only equip the Title, but if the title is unequipped or you are using other titles, the announcement will not appear.

The Strong Strength login announcement also appears in Decisive Bond, there was a time where i always see an announcement of the said title every minute.
