lucky board, refine and charms rebate always come on the 1st of a month
It happens every 4 weeks since ever since the anniversary, lucky board and refine rebate was the last week but I guess they added one more random events since this week isn't part of the event rotation. So hopefully they are putting the lucky board week back on the 1st week.
