when you do 10x draws you are guaranteed a 3 star ninja, and on rare occasions/if you are lucky you get a "Rare" ninja from the list

well lucky is kinda ... not true as far as ic an tell (own expierence and from other) the chance too get a rare increase everytime you draw a *ty common 3 star aka. zabuza. You have too draw around 5-10 times ten-draw = min. of 50 seal scrolls if ur unlucky around 100 seal scrolls. If you draw a rare ninja the increased chance is gone and you have too draw again .... and so on.

Ofc you could be lucky and draw from first time a jackpot ninja but cmon .....

As mentioned above, 10 scrolls guarantee a 3 star ninja, but it doesn't have to be one from the list. I still recommend doing it with 10 scrolls at once because it atleast guarantees a 3 star ninja.

Also as explained above: every time you dont get a rare the chance increases to draw one the next time and it keeps stacking untill you find one. From my experience I get one mentioned on the list about every 50 scrolls.

This Seal is like Tsunade's gambling I have bad luck with with it

Does that mean I should draw from Seal or Tendo?

Draw from tendo for rares since you can get all rare ninjas beside chiyo chika collection for free in the game.

Necro, Honestly Tendo is your better bet overall because even crap draws are more likely to yeild fragments so its less wasteful, and as noted above most of seal treasures' rare nin can be recruited.

dont draw from tendo only if you are a p2w,you will get your first pain after using at least 60 seals there,and the rest are all garbage,the next limited at 120 and so on,so dont try tendo if you not p2w
it will only be a waste of seals
