She is not actually a rare there even if she is shown among the destined ninja list, sp she is two stars as the others gnw ninjas you can get by draw by ten. You'll eventually make her 3 stars by going on with the pulls or by events (for example i drew 200 times there + all the free draws since the treasure appeared and i got her 3 times).
