From my own personal experience, you should aim for enough seal scrolls so that you can hit the top tier rebate. For example, the previous Seal Recruitment rebate allowed you to use 300 scrolls and a rebate of 66 seal scrolls. However, since that recruitment rebate gave out permanent seal scrolls, you only technically needed 264 scrolls because hitting the 200 seal scroll rebate gave a total of 36 scrolls. 264 +36 = 300 seal scrolls, which hits the next milestone.

In kage treasure there's mei, in jincuriki 2 there's Han and utakata, In jinchuriki 1 there's yagura these ninjas Ideally work well with water main. to get Han and utakata you need 210 seals combined for both, for yagura if you get lucky you need 50-60 seals, mei is tricky you might get her as your first rare or your second or third or you have to wait for her as your 6th rare from kage so she takes somewhere from 60-400 seal scrolls if get really bad luck. However the really best ninjas for water main are not in the treasures but in events like GNW 1010 or school girl Sakura and edo tensei Haku etc. The most common competitiveteam for water main is the mabui 1010 team but the current best in my personal opinion is a team composed of school/sailor sakura, mei, Han and water main or sailor sakura roshi and Kabuto with water main if you decide to go for roshi instead of Han.

I'm guessing you didn't know this but you can actually get GNW Tenten in treasure now! She is a pull-able ninja via Edo Tensei Treasure. I got her through a free pull awhile back.

As free to play, you should gather as much as you can.... yet if you take too much time gathering you wont be getting scrolls from events cause you dont have good ninjas and you cant win anything. I would go for a 200 pull to get the best from it.

Regarding good water lines, you could use Roshi along 2 healers (main and sailor sakura) + Mei ..... or if you go kage treasure and pull Mei and Chojuro you can add Ao and make a line as well.... If you get Mei and Mabui from kage, you can get GNW 1010 and make the traditional cancer line as well...

The thing is: if you are pulling from kage treasure, your pulls will decide what class you will follow, we cant be sure you will pull mei and keep water.... I would go for at least 1 kage pull and decide the future based on what I got.

I have thus far been extremely lucky in my free pulls for treasure as well as with the group I joined being very helpful and it has resulted in my keeping a steady and decent free to play position in my server so I'm not overly worried about falling behind. I currently have (from free pulls): GNW Tenten, Mabui, Zabuza Seven Swords, Kurotsuchi, and my Tsunade is five stars since I got her on my very first free treasure pull. I also got Sailor Sakura and Iruka as I save my coupons for about two and a half months at a time which generally gives me enough for one three star and one two star ninja. I have enough store credits for every redemption store in order to get all ninja in them but I am hoping to first get them through treasure if possible and use my hoarded coins/credits to upgrade stars.

the thing is : both matsuri and sage are cross server events and other players may be ahead of you in terms of ninja.... if you feel comfortable its fine! Do the pulls during a rebate event and get the best from it.... as I`ve said, I would pull from kage and based on what I got I would decide my main class and what shall be plan after

that is not even remotely viable as you only get 10 frags per 10x seal pull which means you actually need about 60-100 seal pulls to get her to 3 stars and even then it's not 100% that you will get her to 3 stars with 100 seals might take more, on the other hand most of the time her frags are very cheap like 1 frag/0.3 of a whole seal scroll means 28-40 cp/frag which is very cheap compared to getting her from edo seals. at 2 stars you might as well use anything else as she is very squishy.

I'm not sure what you mean by this, actually I'm having difficulty following any of it? I did obtain Tenten GNW via a single free pull in Edo Tensei. Which means if I chose to purchase more frags in order to upgrade stars, she'd be a fair bit cheaper... But she is a pull-able ninja as I said and has worked decently for me based on using her with heals and shields.

You said she must be purchased, I was pointing out that she is cheaper and you can get higher stars if you wait to pull her before collecting frags via events.

It not being viable would mean you saying it not being possible for me to pull her... Which is confusing me? Or am I misunderstanding?
