hey can any explain how main characters in china chase twice i saw a rasengan video and the wind main was able to chase twice

Maybe that's an update fro, 4.0? In China the game version is leaps and bounds ahead of ours. They already have the shippuden version of the mains.

No skill books for mains, the skills just changes overtime, with game updates.
