On the first day of a new server, do you recieve 100 stamina at 1pm?

apparantly it is only if you reach level 30 before that specific time but i'm not 100% sure about it

don't remember what lvl I was (either near 30 or more than that) but I didn't receive 100 stamina at 1pm. On the 2nd day there was no problem.

It's not about the first or the second day. Until you reach a specific level, you have only 1 100 stamina gift, at 5 am server time. After that, you gain another one at 1 pm. I don't really remember the level since both my characters are far above that point.
