Gaara Kazekage buffs wind and earth
Iruka is Fire
On the other hand, iruka buffs konoha and Gaara is sand

They would BOTH buff any WIND ninja from KONOHA(naruto, asuma, orochi etc), and the buff stack on those.
But as mentioned, this is poor synergy as they don't buff EACH OTHER.

I was asking if for example Wind Main would be buffed by Iruka and Gaara so she gets 70% ninjutsu increase.

I believe it would be more accurate to say buffs stack off the base. It would be ridiculously OP if buffs stacked off buffs.
