There's the 5* fragment refine, which is not really worth, unless you're only going for 1 frag or something.

im planning to do that but for 15k points its hard to collect alot of fragments even if sometimes survival trial gave some extra fragments of other ninja

For Iruka its *right way to get him for free, but Naruto...well I haven't done the math, but if I had to take a guess it'd take even longer to him even 3 star that way than getting king of hell from summon redeem store.

You can make the refine slightly "better" by mapping out what ninjas you get in survival, like the sound 4, Gai, Kurenai etc, then 5 staring those. Could also 5 star the survival redeem store ones. if you really feel like grinding elites you could also do the basic ninjas like Naruto, Sasuke, Sakura, Ino, Shikamaru, Kiba, Choji, etc.

That way, unless you save frags for eventual skill books for said ninjas, almost every single frag you will get from treasure/survival/weekend chase/blackmarket/redeem will go into refine points.

thats what im doing right now :) my stamina is for sweeping elite instance only haha. well hope someone with Naruto will respond here and help me solve my question XD

His fragments show sometimes during events (mostly spend/recharge 30-40k for 50frags, something like limited recruitment where u can trade ponts, hes expensive though). Other way is 30frags from medal, 1 fragment for 15k points from refine fragments, sometimes 1 fragment during chase missions (its very rare though, same level as tendo fragments propably).

essentially like most the other good ninjas, you have to be one of the rich people who put in alot of money into the game.

Just like the above guy stated, kyubi naruto is a trap for only big spenders. You could piece him together via refine fragments but currently on the China server, it seems like refining fragments is replaced with the scroll system (or it is hidden in the system since I can't speak Chinese).

Pretty much, if you are not willing to spend a few thousand dollars, do not ever expect to get his 4*. You are probably better off planning for a team with other ninjas.
