Depends on what server he is on, if hes on a newer server that could be incredibly powerful.

That's true but tendo was nerfed post 2.0 so he isnt the same a most people remember and not as good but if he wants it then he can go and get him he's still a powerful ninja.

Tendo is really only good 3v3, such as ranked or gnw, i suggest you don't pay attention to tendo unless you are close, like already past 300 pulls. Like Zenkaii said save for jinchiriki cause ofc roshi is god once he comes out. Only problem with reanimated is all nins you get are 2 star. Except for beheading sword kakashi.
