Okay i tried and even if you change it and click modify nothing will appear but your message will change. you can check from the guild chat icon next to the PM icon.

Hello.

Do you have the privilege to modify group bulletin ? If I'm not mistaken, you have to be leader of the guild if you want to modify it.
