Is your server older than 60 days? if not than thats why.

Your server opened 01/01/17, so you do not have the cross server feature. You will have to wait 60 days before it will be implemented.

training disregard rank, which means, thou not Xserver, anyone in your server can match with you. So ask a groupmate to help you with these.

Is there a "rule" for enabling cross server as well?
Thought that was only for the arena season reward

Unfortunately, Yes.
It's a rule that applies to newer servers.

The Cross-Server functionally will be applied once your server is old enough.
