i have used more than 400 stamina on plot/elite instances and only got 2 keys, is it a bug or have the rates been lowered?

have you done more elite or plot ? cause I've realised that from plot instance I had keys more often. From elite I had just 1 time.

The rate I'm getting the keys are pretty high, been getting them in my morning sweeps. No one I've met so far have been complaining either. Most likely luck for you.
