daily mission-plot instance give some
it randomly drops in bond/sealed etc treasures
it can be part of the survival breakthrough card flip reward thing

There might be other ways, those are the ones off the top of my head.

You get 4 every day by doing daily missions I believe. It's usually 10 plot instances IIRC.

Hey

You may obtain Fragments by doing your dailies.
You may also obtain additional fragments by summoning via Bond/Seals and Survival rewards.
