First move Naruto in the formation, then move Iruka in.

This way Naruto uses his passive before Iruka does.

Passives such as that basically go in the order that the ninja is registered as being placed in the field. Sort of like a queue. If Iruka's passive is placed ahead of Naruto's passive in the queue then the shield isn't placed onto the clone since the shield is activated before the clone is even on the field.

Let's say the queue goes in this order when it comes to passives for your team: Wind Main, Iruka, Naruto

An easy way to manage the "queue" would be to pick up your ninja as if you were going to move them to another slot and just put them back into the same place. For instance you would want to pick up Naruto then place him back down in his same spot followed by picking up Iruka and doing the same. By doing this the queue would effectively become: Wind Main, Naruto, and finally Iruka. The reason your main is still at the top of the list and why her passive's will always go first is because her place in the "queue" was never reset, only Iruka and Naruto's position were. Just wiggle your ninja in lineup, in the order you want the buffs to proc.
