I'm assuming he means for a way for it to be playable on android and ios, like an apk file etc. I think it might be possible to play via flash fox on an android however, but the connection and controls would be... pretty bad most likely.

Depending on how they do, there have been plenty of games which haven't been to bad linking to an app. But it all just depends on how they develop it.

Nope. At least I'm not aware of this. To my knowledge, you should be able to play this game on tablet.
