65% it very high up you ninja stats 0-25% 2 scrolls per 4% 25-45% 10 scrolls per 4% 45-65% 20 scrolls per 4%

Keep in mind this only raises the base stats. Not your modified stats. That's why it doesn't add too much power to ninjas. Also, you usually don't want to use Mood to make up for a ninja's lack of stats, but to buff up their strong ones. Unless your ninja dies too often then you just use +HP -Doesn'tMatter hahaha.
