I was hoping for an answer last time these tools came out, but no one knew back then. So, I'll answer it myself this time.



Team instance at level 81, drops this blade. It also drops a better mask than the one being sold here. So, if anyone is thinking about buying this, know this fact and then proceed. Although, as you know drops are pure rng, so ultimately its your choice. If you can wait till they drop, very well. If you can't wait or don't have faith on your rng luck, go ahead and buy as you need. No ninja tool is a bad deal (that is until you get the same thing or a better one :lol)
