• Whenever you successfully refine a piece of equipment, you will gain wish credits toward your next refining.
  
  I just refined my last level 4 equipment and now I have 15 free wish credits toward level 5. When the event is over, the 15 free credits will disappear unless I get to level 5 before the event ends. I hope that helps you to understand a bit what the event is for.
