As far as I know you can pull both kirin or KOH from the treasure.
Some people have even posted that they got it way before making 2000 draws, if this is true or not however can still be discussed. In any case it is extremely rare to ull any one of them from treasure and the "best" way to get them is from frags sadly.
On the cost of fragments, It really is impossible to get either him or KOH through dupes and coins from sage/matsuri. HOWEVER you have the possibility of selling your RUNES that you equip summons with for a decent amount of summon coins. Thus getting coins after each draw of the treasure.
KOH can be gotten by selling 30 lvl 7 runes (or 60 lvl 6 or 120 lvl 5... 1920 lvl 1). Without spending coupons for summon scrols (maybe once or twice to copmplete a 10 pull) After around 5 months i have enough lvl 6-7 runes to get kirin (who costs 33.3% less ill let you do the math). Im not crazy enough to sacrifice all my runes for it, but it can actually be done.
So there you have it, as for the reason as to why kirin is so expensive no idea. Specially since the closer we advance in the game the more usefull the extra combo summons like KOH or the turle become (triggering roshi's chase for example).
