From all the articles that I read this game is only for PC, however if its an online MMORPG shouldn't it also work on other operating systems? If I'm wrong please let me know why! Thanks!

Your in luck, Apple have been kind enough to allow Flash on Mac, this is not the case on iphones or their ipads, only puffin browser is the savior there :lol

Isn't this game a mobile app in the Chinese version? So wouldn't it be logical to also make a mobile app for iOS and Android too?

No it is not the same game you are thinking about. The other one has a completely different game style.
