How do you get the second Hokage?
Currently only Available from events. There has only been 1 event where we could unlock him here in the US/EU/OCEANIC version of the game, and that has been by spending $4,000 USD

How do you get Chiyo?

There are two Chiyo's in game. The normal one, which has a puppet, and revives a fallen teammate from her Mystery, can be unlocked by doing multiple things:
-Passing all Level 60 Elite Instances (will reward you with 3 star chiyo)
-Doing her Daily Elite Instances (In 70, and 50 Elite Instances)

The Second Chiyo (Chikamatsu of Ten Puppets)
-Events (that are release weekly, may or may not include her)
-Seal Treasure (Is just a rare ninja, so it's all RNG on who you get)

How do you get Pain- Animal path?

Animal Path can be gained from:
-Events (that are release weekly, may or may not include her)
-Tendo Treasure (Is just a rare ninja, so it's all RNG on who you get)

How do you get Orochimaru (Sannin war)?

Orochimaru (Sannin War) can be gained from:
-Passing all Level 70 Elite Instances (Will reward you with 3 star Orochimaru)
-Doing his Daily Elite Instances (In level 60 Elite Instances)

How do you get Sasori?

Sasori can be gained from:
-Events (that are release weekly, may or may not include him)
-Seal Treasure (Is just a rare ninja, so it's all RNG on who you get)

You c*so get Chiyo fragments from chase missions on the weekend.

The above post by Fooshy is great, and pretty much covers everything you want to know. Only thing I will add is Animal Path is currently for sale in this weeks Treasure of the Sage event. I'm not 100% sure how much her fragments cost, but if they are the same as Choza, it would be 50 Ingots base price, with the cheapest being 40 ingots at a 20% discount.

I have a couple of questions-
you said you had to pay 4000 dollars for the second Hokage in events? Is that real money?
Also in the version that i play there isnt a tendo treasure, is it essentially the same as a seal treasure?

Yes for Second hokage it was actual money. You got him as a reward during an event when you hit Rank 9 battle armor, which is veeeery costly. We'll have more ways to get him in the future but currently he's restricted to events if and when they happen.

Tendo treasure will unlock once you hit level 50, you don't see it earlier, just like Sage treasure will unlock when you hit 70. they work the exact same way, you use Seal Scrolls to pull and get a Free pull every 2 days but the ninjas you get from each of those differ.
