Your luck isn't terrible. It's just that the chance for something is very low.

I noticed a lot of players get a Rare Ninja around 60 or 70 scrolls. However, some get in like 20 scrolls.

RNG is RNG. It's not something you can control in this case. (Unless you go for the 400 Scroll Ninja, but that's a different case)

I have put a lot of money in the game and my luck is terrible :P

There is no real luck ... you have ninjas at fixed pulla mounts. .. and some tresures have a chance to give a rare erly but that chance is so * low ... that has nothing to do with luck.
So if you wanna get a rare you have to use 60- 70 Scrolls in 99.999998% of cases.
and if you wanna get a superrare ( Pain-Tendo, Hashirama, Sasori(100puppets) you have to use 400 Scrolls 100% of the the time

O and if you dont belive me .... i made a list off all 2, 3 and rare ninjas you can get from all tresures ( including kage ) and watched about 5000 10pulls for it ... and seriously .. all the the rares where at the fixed numbers.
